Online transfer of utilities to a new property owner in Zagreb: A step-by-step guide

Buying a property in Zagreb brings a lot of excitement, but also several important administrative steps that should not be postponed. One of the most important is the transfer of utilities to the new owner, as this ensures proper account management, avoids misunderstandings with debts and allows for peaceful use of the property from day one. There is no longer a need to physically go to the service provider, but everything can be done simply and online, and below we bring you an overview of everything you need to know about the transfer of utilities for electricity, district heating, gas, utility fees, cleaning, water and reserve.
It is best to prepare the documentation immediately after the purchase, and most often the purchase and sale contract, new title deed, handover record, ID card and data from meters and old bills are required.

Transfer of HEP electricity
To transfer electricity, you need to submit an application to HEP at the following link:
https://elektra-prijepisi.hep.hr/
and attach proof of ownership and other required documentation. According to the published instructions, the request is usually accompanied by a new Land Registry extract (ownership certificate), a handover record, a picture of the meter from the handover, a copy of your ID card (both sides) and the number of the billing metering point, so it is useful to have old payment slips on hand.
After you submit the request, HEP Elektra will send you the Contract within 10-20 days, which you will need to sign and only then will the transfer be finalized. Also, HEP Elektra will send the amount of debt / overpayment of the old owner after the final settlement and you can freely forward this information to the old owner.

Transfer of HEP Toplinarstvo
If the property is connected to central heating, the transfer is carried out according to the rules of HEP Toplinarstvo, and on the following page:

download the request entitled "Request for change of data in the master records of end customers of heat energy" and fill it out. The completed request, together with the ownership certificate, a copy of the ID card (both sides), the old payment slip, and the handover record, is sent by e-mail to the following address:

The request is usually processed within a month (sometimes a little longer), and if you receive a new bill that refers to the period after the handover of the property and is written to the old owner, you are obliged to settle it.

Gas transfer (GPZ / Međimurje plin)
With gas, the procedure is similar to that with HEP, but in Zagreb you have 2 service providers – Gradska Plinara Zagreb and Međimurje plin.
If the previous owner was with Gradska Plinara Zagreb, send them an e-mail to the following address:

and attach a picture of the meter from the handover, the handover record, the new ownership certificate, a copy of the ID card (both sides), and the old payment slip. Within a few days, you should receive a response with a new Contract that you will need to sign and return to them in a scanned form.
If the previous owner was with Međimurje plin, send them an e-mail to the following address:

and attach a picture of the meter from the handover, the handover record, the new ownership certificate, a copy of the ID card (both sides), and the old payment slip. Within a few days, you should receive a response with a new Contract that you will need to sign and return to them in a scanned form.

Transfer ZG Holding
For utility services that come through Zagreb Holding – utility fee, water management fee, cleaning, water and reserve (if the building manager is GSKG), the transfer can be made through the e-Citizens system or by sending documentation by e-mail.

and send it together with the new title deed, handover record and old invoice to the following e-mail address:

The request is usually processed within a month (sometimes a little longer), and if you receive a new invoice that refers to the period after the handover of the property, and is written to the old owner, you are obliged to settle it.

Water transfer / ViO
The Water Supply and Drainage Department (ViO) is responsible for water in Zagreb. If the property does not have its own water meter, the request will be made as part of the request to ZG Holding, and if the property has its own water meter, it is necessary to go to the following page:

Download, print and fill out the Request for Change of Ownership of the Property and send it, together with the new title deed, the handover record, the contact details of the new owner, a picture of the meter and old invoices, to the following e-mail address:

The request, if properly completed, will usually be processed within a month.

Transfer of reserve
The reserve is a special item because it is not a classic utility bill, but an obligation of the co-owners in the building and part of the common property management system.
There are many managers in Zagreb, and the largest is GSKG, for which the transfer will be made within the request from ZG Holding. For all other managers, you must find out their e-mail contact and send them the old payment slip, new ownership certificate, handover request and request the transfer to you as the new owner.
